Order of the Government

The Queen is always a primary figurehead of the government that signs documents and makes speeches. She holds power to assemble the Cabinet the way she wants as long as it remains Constitutional and doesn't give one side an advantage. The Council holds the most power, giving a democratic face to the monarchy. However, ex-Council members continue to hold a power in speech and the constitution still acts as a chain to keep the Queen from making too many new legislations. There is also three ministries that watch what the Queen does and heads different departments:

Ministry of Legislation

Laws and internal/external dealings with political and governmental problems are handled by this branch of the ministry. Rarely involved in crime waves and thus isn't seen much in Code Red. But they are important to keeping the government under control.

Ministry of Treasury

Gold and national currency is printed and stored by this department. The government's money to spend on things is kept under tight watch by this ministry. It has already been involved in a crime wave with Hernando Ramirez who managed to fulfill his first father's wishes to take the government's money... Only 8 billion was stolen but two billion was used.

Ministry of Defense

They are charged with the defense of the government and the nations under it's care through military and law enforcement. This is where all agencies are kept under tight watch by and are also sometimes restricted by this same ministry. However, their chairman Alissa is helping to keep things under control.

Aside from these three primary ministries, the Ministry of Legislation contains a number of smaller ministries for specific tasks:

A group of the Treasure Minister's (also called Lord) advisors, the majority selected 1/3 by the Queen, 1/3 by the Council, and another 1/3 by the Common Parliament.

Attorney General's Office

The Attorney General commands the FBI. His office staff is made up of three other officers chosen by the Queen, the Council, and the Common Parliament.

Outside of these ministries is a republic-operating system in which representatives of small towns pass on public votes and their own votes (that count twice as much as a citzen's). This political division is the Common Parliament, the Union's answer to the people's wish to be more involved in the political system during the 1900s.

Summary

The Vinca Union is a constitutional monarchy with a parliament called the 'Council' overseeing matters of the state. There is a number of Ministries that oversee various parts of the government, and seats to these ministries are selected by the council who represent the people. Bills, however, are voted upon by those not of the Council if a large enough vote is cast by the people to do so, thus direct democracy and representative democracy go hand-in-hand. Titles of nobility continue to be held amongst both nations of the Vinca Union (Vinca and Meriopolis both) but much of the old ways of feudalism are no longer recognized. Still, Vinca takes great pride in it's culture, and the northern Highlands is the most prosperous in culture. There, Vincans continue to live out the lives of their medieval ancestors, and all across Vinca are monuments and national parks that reveal much of Vinca's ancient history.

The medium-sized government is mainly concerned with Social Welfare, although Healthcare and Commerce are on the agenda. The average income tax rate is 17%, but much higher for the wealthy. A healthy private sector is led by the Information Technology industry, followed by Uranium Mining and Pizza Delivery.

The nation is ravaged by daily union strikes, a large-scale revitalization of the education system is underway, organ donation is compulsory, and the mining industry is making inroads into environmentally sensitive areas. Crime is relatively low. Vinca Union's national animal is the greenland falcon, which teeters on the brink of extinction due to widespread deforestation, and its currency is the credit.

Lost Ages

In 2084, the Vinca Union has been attacked and defeated by the Nod. Their swift and tactful attack caught the Union off gaurd. During the Dark Chapters, the Union had been beaten back down to the southeastern corner of Meriopolis along with the small island off the coast, Jaranga, where the capital was located. The Union were forced to pay 'sacrifices' of money and resources in order to keep the Nod from crushing what little is left of them. The Union have become isolated and try to avoid any more conflict for fear of the Nod's wrath. Still, some resistance groups that live in countries owned by the Nod have fought for the Union under secret alliance with the CIA.

Now, the Union has been totally and utterly erased from the map during an attack on their corner of the world (due to inability to pay the Nod 'tribute'), but survivors are gathering all over the continent secretely to plan a counterattack. They had planned their counterattack carefully, gaining contact with each other mostly through the Kitami Star, a ship commanded by Oka Nieba which the Minister of Defense and the Queen used as a place to plan and prepare. Even as the world changed due to the actions of many other factions, the Union remained constant, using espionage once more - thanks to Isharu Trema's efforts - in order to gather information on their new enemies: The New Federation, and the Loyalists.

Attacks by resistance forces not tied to the Union (such as Jack Pora's) were made on the space station, and the Loyalists were mainly focused on by the Union for the remainder of their plan. The Loyalists had taken control of many cities on the surface, even wresting control successfully from the New Federation. The Union are planning a final strike on the space station to seperate the Loyalists on the surface from their true source of power. The attack on the station is planned to be led by Oka Nieba's Kitami Star, and will hopefully strike by September 15th, 2084.
